A replacement starts with what is already on the house: a roof that already has two or more layers must be torn off first. The permit exemption for re-roofing a detached one- or two-family home is in the DCA ordinary-maintenance notice; the tear-off rules are in the Rehabilitation Subcode, N.J.A.C. 5:23-6.4. Not every roof needs replacing. When the damage is local and the rest of the roof is sound, roof repair is the better job. These are the signs a roof is past repair.
Roofline repairs. We repair soffit damage, for example soffit and gutters chewed by animals, along with roof and gutter work. The fascia is the edge board that holds the gutter, under the drip edge; the soffit closes the underside of the eave and, when vented, lets air into the attic. Code calls for at least 1 square foot of attic vent area per 150 square feet of attic floor (1/300 under specific conditions), so a blocked soffit matters for attic ventilation.

Tear-off when the code calls for it
As of October 2026, in New Jersey, the existing roof covering must be removed before a new one goes on when it is water-soaked or has deteriorated to the point that it is not adequate as a base for additional roofing, when it is wood shake, slate, clay, cement or asbestos-cement tile, or when it already has two or more layers.
Drip edge at eaves and rakes
The residential code requires drip edge at the eaves and rakes of shingle roofs, overlapped at least 2 inches and nailed no more than 12 inches apart.
Ice and water protection
In New Jersey the code requires it only in Sussex County. Elsewhere the code does not require it, so ask whether the estimate includes ice and water protection along the eaves.
